Medical teams attempted to resuscitate him but were forced to declare his death shortly after arrival.
Police have launched an investigation and a manhunt for suspects, including the use of a police helicopter.
According to Israel Police, the shooting appears to be criminal in nature, though the circumstances remain under investigation.
