Russia denies blocking access to Telegram app

Kremlin spokesman Dmitry Paskov says Russia did not decide to block access to the Telegram messaging application if the company did not comply with Russian law.

“Limiting access was not the goal,” he says, “a compromise could have been possible, but no consensus had been reached.”
