PARIS (AP) — France’s foreign minister says that representatives at a Paris conference of the Friends of Syria group are planning concrete steps to help the Syrian people, including furnishing the opposition with communications technology.

Laurent Fabius says that finding ways to expand sanctions or ensure those in place are applied is also on the agenda for the Friday meeting.

Fabius said in an interview published Thursday in the online version of the daily Le Parisien that the conference will bring together 100 delegations. He said 100 representatives of the fractious opposition also are taking part.

The minister didn’t elaborate on how sanctions against Syria might be expanded.

Russia and China, countries that have blocked most action against Syrian President Bashar Assad, won’t be present in Paris.
