The Palestinian Authority had recommended committing Mousa Sarsour, a Palestinian suspected of killing an 84-year-old Israeli woman, to a psychiatric institution, a month before he carried out the attack, the Kan public broadcaster reports.
Sarsour, 28, had a work permit to enter Israel, despite the psychiatric recommendation, the report says.
His body was found hanging in an apparent suicide shortly after he killed Shulamit Rachel Ovadia in Tel Aviv.
