Foreign Minister Eli Cohen has landed in New Delhi for a state visit.
Cohen left Israel for India hours before the strike on Islamic Jihad was carried out.
According to Israel Hayom, he was unaware of the operation, as only Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant were in the loop.
