Just three days after Israel’s Strategic Affairs Ministry presented an expose on Palestinian incitement against Israel and Jews, the Palestinian Authority responded with its own report on Israeli incitement against Palestinians.
The fifth volume of the Palestinian monthly “Israeli incitement” report was released Wednesday by the Palestinian Government Media Center. Citing Israeli politicians, civil society leaders, and school textbooks, and replete with footnotes directing readers to Israeli news sites, the eight-page report argues that “Israeli society is further distancing itself from any true co-existence.”

While Israeli monitoring of Palestinian incitement is carried out by nongovernmental organizations such as Palestinian Media Watch and MEMRI, in the Palestinian Authority monitoring is done by the prime minister’s office. The issue of Palestinian incitement has been high on the agenda of Israeli Prime Minister Benjamin Netanyahu, who has argued that Palestinian refusal to recognize Israel’s right to exist as a Jewish state stands at the root of the conflict.
The newly released PA report, covering the month of July, aims the blame back to Netanyahu. During a government meeting, Netanyahu referred to a statement made by former prime minister Yitzhak Shamir in 1991 that “the Arabs are the same Arabs and the sea is the same sea,” insinuating that Palestinians still wish to throw Jews into the Mediterranean.
“When the leader of Israel tells his people that the goal of the Arabs is to exterminate Israel and its people, he is inciting Israelis to hate Arabs and be on the offensive against them,” the report said.
The report also mentions an incident in which MK Michael Ben Ari (National Union) tore up a Christian bible sent to his office and threw it in the trash, arguing that it was an “ugly missionary provocation.” MK Israel Eldad (National Union) is cited as calling for the sawing of the Dome of the Rock in Jerusalem to make way for the Jewish third temple.

In places, the Palestinian report almost mirrors the Israeli presentation of Palestinian government-sanctioned incitement earlier this week.
“The incitement done by the Palestinian Authority is in my mind the main obstacle to peace,” the Strategic Affairs Ministry’s director-general Yossi Kuperwasser told The Times of Israel on Sunday.
But the Palestinian report claims that it is Israel that is helping to create “a narrative that dehumanizes Palestinians through systematic forms of incitement against Palestinians on a religious, cultural and social basis.”
The scope of the Palestinian report goes beyond Israeli government officials. The July report mentions an Israeli NGO, Lehava, which maps stalls at Jerusalem’s Mahane Yehuda market in order to endorse “Jewish only” businesses.
A review of primary school textbooks revealed maps of Israel with the Palestinian territories unmarked. According to the report, the maps amount to a denial of Palestinian existence in the region.
