Judge fines litterer one shekel
Court waives original NIS 10,000 fee, says contractor was treated unfairly by Jerusalem municipal officials

A Jerusalem court on Thursday levied a fine of NIS 1 (27 cents) on a local contractor, Mansur Salem, whom Jerusalem Municipality inspectors had caught littering.
Salem was originally fined almost NIS 10,000 ($2,700) by the inspectors, who reportedly handed him no less than 13 tickets for his offense, some of them within minutes of each other.
Jerusalem Magistrate’s Court justice Sharon Bavli-Larry canceled the tickets and left him with only a symbolic fee.
She criticized the municipality inspectors for the size of the original fines and the manner in which they were imposed, writing in her decision that the inspectors had abused their authority and harassed Salem.
