French PM: Attack a ‘clear failing’ of intelligence
Add ToI as a Preferred Source on GoogleFrench Prime Minister Manuel Valls says the heavy death toll over three days of violence shows there was a “clear failing” of intelligence.
“When 17 people die, it means there were cracks,” he says.
