A truck carrying the civilians was hit in an area controlled by forces loyal to Syrian President Bashar Assad, the Syrian Observatory of Human Rights reported.
Government officials did not immediately respond to the allegations, according to CNN.
The Local Coordination Committees of Syria reported Wednesday morning that 50 Hezbollah and pro-government fighters were killed near Damascus Wednesday in fighting with the Free Syrian Army.
Overnight, IDF troops transported an injured Syrian to Ziv Hospital in the northern Israeli city of Safed. According to a Maariv report, the man underwent an operation 20 days ago in Syria for a gunshot wound in the foot. He was admitted to the orthopedics department at Ziv in moderate condition because of an infection.
Ziv Hospital has thus far treated 129 injured Syrians, Maariv said.
