Police in the southern resort town of Eilat on Saturday arrested a 15-year-old youth on suspicion that had raped an American tourist on Thursday night.
A second suspect, 25, was arrested as an accessory to the rape.
The 29-year-old tourist, a volunteer on one of the kibbutzim north of Eilat, accompanied her friends on a night out in the city. Afterward, she waited for a ride back to her kibbutz.
Police suspect that the suspects stopped alongside the woman, who was inebriated, and offered to take her.
When she agreed, they allegedly took her to a nearby bomb shelter and told her to wait there until morning, when they would take her back to the kibbutz.

The woman told police that a few hours later, the youth returned and raped her violently.
Police eventually tracked down the car and arrested the two suspects near their place of work.
The youth was remanded in custody Saturday night.
