Housing snapshot: Home sales and rentals across Israel in October 2025

The Times of Israel’s regular feature on what is happening in the local property market right now

Home prices in Israel fell in May and June for the sixth consecutive month, the market’s longest decline since 2018.

The housing market has cooled in recent months, partially in reaction to the multiple wars Israel has been engaged in since Hamas invaded southern Israel on October 7, 2023. High interest rates, a record supply of unsold new housing, and high prices have also helped to tamp down sales. Prices have fallen by more than 2% in the last six months.

Prices dropped 0.6% in July-August compared to June-July, according to the most recent information available from the Central Bureau of Statistics.

Home prices have risen only 0.7% over the past year, representing a “noticeable cooling” of the market, CBS said. Earlier this year, the market’s annual growth had peaked at 7.8%.

During the past month, prices rose by 1% in Jerusalem and 0.8% in the south. They fell by 1.8% in the central district, 0.9% in Tel Aviv, 0.4% in Haifa, and 0.2% in the north.

The price of newly built homes fell by 1.2% compared to the previous period, CBS said. There are currently nearly 83,000 new apartments available for sale, a record, according to CBS data.

According to Finance Ministry data for August, a total of 7,632 apartments were sold, 5% less than in July. Compared to a year earlier, sales were down 2%.

The volume of homes bought and sold every month has been down year-over-year in every month of 2025 after peaking in December 2024, Finance Ministry data shows.

New apartment sales, including government-subsidized units, declined by 28% from August 2024 to 3,171 units. Secondhand apartment sales reached 4,461 units, a 7% rise compared to August 2024.

Investors purchased only 1,099 apartments in August, a 10% decrease compared to July 2024. Investors sold 1,242 apartments, a 5% increase compared to August 2024.

Earlier this month, the government approved a new national housing plan aimed at accelerating construction, strengthening local authorities, and expanding the supply of affordable homes across the country, as part of an ongoing effort to curb housing prices and ensure access to housing for all citizens.

The government’s real estate acceleration programs over the past two years have driven record levels of land marketing and building permits, helping stabilize housing prices after years of sharp increases, Housing and Construction Minister Haim Katz said.

Sales

To provide the housing snapshot below, we used the Israel Tax Authority’s database, which records the actual prices paid for properties. The focus is on sales over the last month to present the most up-to-date picture of the market.

In Tel Aviv, a four-room (three-bedroom) apartment at 26 Maccabi Street in the Yad Eliyahu area sold for NIS 4.7 million ($1,431,000). The apartment measures 133 square meters (1,432 square feet) and is located on the first floor of a 10-story building constructed in 2009.

A three-room (two-bedroom) apartment at 39 Spinoza Street sold for NIS 4.25 million ($1,292,000). The apartment measures 84 square meters (904 square feet) and is located on the second floor of a three-story building constructed in 1930.

A three-room (two-bedroom) apartment at 36 Aliyat HaNoar Street sold for NIS 2.56 million ($774,000). The apartment measures 67 square meters (721 square feet) and is located on the second floor of a four-story building constructed in 1992.

In Jerusalem, a four-room (three-bedroom) apartment at 21 Kubovy Street was sold for NIS 2.74 million ($827,000). The apartment measures 99 square meters (1,066 square feet) and is located on the top floor of a seven-story building constructed in 1983, which contains 29 apartments and does not include private parking.

A four-room (three-bedroom) apartment at 36 Costa Rica Street was sold for NIS 2.58 million ($776,000). The apartment measures 92 square meters (990 square feet) and is located on the fifth floor of a six-story building constructed in 2014.

A two-room (one-bedroom) apartment at 12 Ohel Yehoshua Street was sold for NIS 2.08 million ($627,000). The apartment measures 52 square meters (560 square feet) and is located on the first floor of a seven-story building constructed in 2018.

In Beit Shemesh, a four-room (three-bedroom) apartment at 4 Birkat Avraham Street was sold for NIS 2.5 million ($760,000). The apartment measures 71 square meters (764 square feet) and is located on the third floor of a four-story building constructed in 1993.

A three-room (two-bedroom) apartment at 10 Yirmiyahu HaNavi Street was sold for NIS 2.12 million ($643,000). The apartment measures 85 square meters (915 square feet) and is located on the fifth floor of a seven-story building constructed in 2015.

In Haifa, a three-room (two-bedroom) apartment at 8 HaEshchar Street was sold for NIS 1.54 million ($465,000). The apartment measures 56 square meters (603 square feet) and is located on the top floor of a four-story building constructed in 1970.

Rentals

The database of the real estate website Madlan was used to compile this sample of rental apartments on the market with a focus on three-room (two-bedroom) properties, suitable for a couple, two roommates, or a small family.

In Tel Aviv, a three-room (two-bedroom) apartment at 4 Shvil HaHalav in the Neve Yaakov neighborhood is available for rent at NIS 8,000 ($2,122) per month. The apartment measures 98 square meters (1,055 square feet) and is located on the sixth floor of a building with an elevator, parking, and storage room.

A three-room (two-bedroom) apartment at 216 Ben Yehuda Street in the Northern Old Tel Aviv area is available for rent at NIS 10,999 ($2,918) per month. The apartment measures 68 square meters (732 square feet) and is located on the fourth floor of an eclectic Bauhaus building featuring an elevator, safe room (mamad), and a closed balcony.

In Jerusalem, a five-room (four-bedroom) penthouse at 321 Shlomo Ben Yosef Street in the Armon Hanatziv neighborhood is available for rent at NIS 8,500 ($2,257) per month. The apartment measures 140 square meters (1,507 square feet) and is located on the third floor of a building with an elevator, parking, safe room (mamad), storage, and a large balcony.

A four-room (three-bedroom) apartment at 27 Ben Tzvi Street in the Kiryat HaLeom neighborhood is available for rent at NIS 11,500 ($3,056) per month. The apartment measures 92 square meters (990 square feet) and is located on the first floor of a new building with an elevator, parking, safe room (mamad), storage, and a balcony.

In Haifa, a four-room (three-bedroom) apartment on Derech HaYam in the Western Carmel area is available for rent at NIS 4,800 ($1,275) per month. The apartment measures 90 square meters (969 square feet) and is located on the first floor of a two-unit duplex building with a private shelter shared by both apartments.
