From Knesset votes down civil marriage bill

The bill, presented by Zionist Union MK Tzipi Livni and others, proposes that couples who meet certain criteria are officially recognized as a legally married couple. The legislation also called for the appointment of a civil marriage registrar and registry, and the creation of procedures for managing their work.
Livni said the bill aims to help couples who are not considered halachically Jewish, for same-sex unions, and for Israeli couples who want a religious ceremony, but without the rabbinate overseeing their wedding.
